This can be possible with Serverless360 custom roles. You can create custom roles in Serverless360 and associate the particular topic subscription to a composite application and provide access to desired a person. https://www.serverless360.com/

It's pretty overhead to do it in the Azure portal. Serverless360 https://www.serverless360.com/ provides an out of the box capability to create alerts on the number of dead-lettered messages in a Service Bus Queue and also allows to reprocess the dead-lettered messages to another active queue or Topic.

At least providing a possibility to check whether message-id exists in the queue would also be great.

For this above concern, Serverless360 https://www.serverless360.com/ can be of help. One key challenge in managing Service Bus Queues in the Azure portal is the lack of visibility on their messages. Serverless360 provides a search capability and you can filter out the Service Bus messages based on its message-id or message content.

This feature is now available in Serverless360 (https://www.serverless360.com/azure-sql-database-monitoring-management) tool where you can set alerts on the DTU percentage and helps the user to take necessary action in it

Unfortunately, the Azure portal does not support the above features right now. Currently, I am using Serverless360 to do the above operations. It allows you to view and delete the service bus queue messages. https://www.serverless360.com/azure-service-bus-monitoring-management
