We see the value in the feature; however there is no easy way to do this at the moment.
This is something we’re thinking about, but would like to ensure that we’re providing a sufficiently robust set of capabilities within the template language syntax itself.
What scenarios are “overly complicated and hard to maintain”? This will help us understand where we need to invest.

Yes, please. Powershell creation of Collections, Stored Procedures, etc is really important for automated deployment in vsts !
Thanks for the swift reply. I understand that not everything should be deployable through ARM, but I'm specifically talking about Collections here. When creating a collection, you create an artifact and set the scaling (throughput), partitioning and indexing of that Collection. This is typically something I want to be decided on deploy/release time. Not from code.
This is possible from the Azure CLI tools (az cosmosdb collection create), but that seems to be broken for now (when creating a partitioned collection).
I would hope for at least PowerShell support and ideally also ARM support.
Just unbelievable how that this does not even get an answer yet? especially the lack of collections in the ARM template is terrible.
We’re working on increasing the size limits for twin properties and will use this feedback item to track that. We are also looking at how to best support binary data.
Elio, I believe the question is to foresee something where we can disable/suspend an IoT hub, so that it does not cost any money. This is typically something we can use during test/acceptance phases, where the IoT hub can be enabled for performance / integration tests, but disabled when no longer used.
This feature is currently in active development. We will update this item to complete once it has shipped so those voting/commenting should get notified.

If I understand this scenario correctly, you want to be able to use a U-SQL Catalog almost like a NuGet feed? So that for example, someone could pull and register assemblies into their VS Projects from a U-SQL Catalog. Do I have that right?
Exactly. It's really important that we can build "losely coupled" solutions on this. Ideally the communication services would just publish events to which actors can register/subscribe.

Yes, this is something we also need! We have to create hundreds of ASA jobs and a lot of them include PowerBI output (real time dashboarding)
I believe it's because of the authentication dance, but this really blocks us from automating the provisioning of our solution.
