Work is still ongoing and new target is to get this done within the first half of 2021.
This is already working for new resource groups, the work that is pending is enabling this for old resource groups that already have App Service plans in them

We recently added deny capability to Azure’s RBAC system, in the form of deny assignments that can be set by the system only. The first Azure feature to use deny is BluePrint. We intend to add a configurable deny capability in the future, but have not yet announced any details.

Basic credentials can be already validated using a combination of check header policy and expression (use named value for storing username and password).
We could simplify this use case by implementing a “validate basic credentials” policy, hence I am keeping this under review.
