Authenticator app and Mobile phone are both the same factor (something you have)
When personal email is on mobile it's again the same factor (something you have)
It's not currently possible to require PIN or biometric on authenticator app (something you know)
We'd like to require Authenticator app and Security questions as the two gates (something you have and something you know) but we're blocked from doing this even though all users are on the new registration experience.

Currently Authentiator App is a single auth factor (something you have). The app can be used on mobiles with no device lock. Please enable us to require an additional factor (PIN/biometric) to access validation checks for our tenant if the device has no lock configured. Something like Intune MAM policy that requires app level auth if there's no device lock.

External users blocked by CA policy which, for external users, blocks All Cloud Apps except approved apps. No option to add myapps portal as exception in CA policy. After sign up for MFA, external users redirected to myapps portal and immediately blocked. External users can then try again with the URL for the original resource they were after (eg SharePoint / Azure Portal etc).

We are working on this but we don’t have a public ETA to share at this time. We will keep you updated as we get closer.
