Online disk resizing seems like a no-brainer in today's world. AWS lets us do this.

This is especially badly needed on Linux VMs. This can be accomplished by syncing an upstream yum/apt repo at a particular time, then using that local copy of the upstream repo as the patch source for multiple waves of patching.

As a new Azure admin, I was horrified that this common task in VMware and AWS environments is completely absent from Azure. In 2019 there's no reason to shut down a VM to expand a disk when the OS is completely capable of online resizing.

Sometimes ARM templates allow one to do things that can't be done with PowerShell. This was unfortunately not one of those times. As of Dec 2020 there is no way to deploy a VM via ARM without it automatically powering up. Confirmed in MS Case 120121121000372.
