    It will be better to choose Premium tier for data migration and then later you can downgrade to Standard tier. One more option is that you upload data to Azure storage account and then you import the same to Azure SQL database.

    We are not able to add https:/partnercenter.microsoft.com in conditional access.Request to do the needful so that we can add as per requirment.
