    +1 here. We need a high availability strategy that is Edge Only that doesn't require cloud connectivity to function.

    i.e. Edge Clusters or something.

    Ideally, the communication channel for establishing this tunnel is edge initiated, and a confirmed working communication channel. i.e. If IoT Edge connects to IoT Hub via AMQP/MQTT/Websocket then this remote access is done via the same means.
