There are a couple factors that determine availability of Add-ons in a country.
First, Azure continues to expand which countries are supported in the Store. Currently most of Europe is supported.
Second, Store partners select which of the available countries from which they wish to allow purchases of their Add-on.

Thanks Omri for the idea and the votes. Currently the OfferId is a unique indicator in all of our systems. Hence we do not support this ability, depending upon more publisher interest this is something we can revisit in the future to get an engineering solution around this.

This is something we’re still actively working on. It has a been a big area of investment and it still is moving forward. We keep investing in performance, both from a client and server side perspective.
We have a few things coming in the near future which should help address some of the initial UI performance issues. We’re also heavily engaged with all of our partners driving a broad effort to improve performance across the portal for all experiences.
