SQL Database in Azure is a must needed service.
We are running a service in Azure that uses SQL Database. Customers do have a requirement that data should not be stored outside their country. And azure datacenter are not presented in every country. To have a minimal impact on the service, the provisioning and management a SQL Database service in Azure Stack is the ideal solution.

In need there is no Azure SQl Database service in Azure Stack, sadly. Having SQL Database in Azure Stack is for the purpose we use Azure Stack a big must. Thiis would give the possibility to create a GEO redundant environment. either a mix of Azure Stack and Azure, or using two Azure Stack .
    https://feedback.azure.com/forums/217321-sql-database/suggestions/11647095-bring-sql-databases-ms-sql-database-as-a-service

In my opinion it would be easier for Microsoft to add SQL Database to Azure Stack than to develop an intermediate solution to have GEO replication function between a SQL server instances in Azure Stack and SQL Database in Azure.

The scenarios we have in mind is a mix of environments between Azure Stack and Azure.
    - Azure and Azure Stack
    - Two Azure stacks in a GEO redundant set-up.
