Azure AD B2B support is in progress and expected to be available in CY20Q1
This initial iteration of B2B is scoped to support only adding guests from other Azure Government tenants and not Azure commercial

Our devs just noticed this. They are able to copy the token to someone else and re-use it to log in without authenticating again. This is a huge security vulnerability.
We're looking at a managed bastion host as a service. Was hoping ACS would get us close, but it looks like all VMs still need PIPs and winrm open to Any (eeeek).
I apologize about the delay but Custom RBAC Support is now available in Production. You are able to to create role definitions at the MG scope and assign them to inherited MGs and Subs.
There is a bug that is in the portal where the new custom role is not showing when you are trying to do a role assignment on an inherited child MG/Sub. This should be resolved soon and PowerShell, CLI, and API are all working. I will not do any announcements yet on the availability of the feature until the portal bug is fixed. Once that is fixed we will do blog announcements and I will mark the feature complete here.

Are there any updates on this? It's been more than a year.
That would be great. While I agree that JSON should be pure data, ARM templates are really a special case since it is used to drive creation of resources and fully code driven. The only place where comments don't seem to work is in the portal experience. Powershell ignores the comments. I would be happy with having the portal strip out or ignore the comments when doing the validation.
We plan to add the auto-start to the regular Compute blade at some point. However, if you create the VMs in a Lab, the auto-start is already available.
Also, we do de-allocate.

Need auto-scheduler in general. We like to create schedule policies and attach compute to those policies. This will make the solution more scalable.
