We’re aware of an issue that can cause this error to be logged when the Update Assessment solution is installed.
You can check if this is what you’re seeing my temporarily removing the Update Assessment solution and confirming the errors stop.
The Update Assessment solution functionality is not affected and you can safely ignore this error.

We have made some great progress on this idea and most of our services today do support move resources across groups.
We are still working towards 100% support and while we do that it would be great if you can help us prioritize the missing services.

Indeed, this is available and non-admins are able to get to the AppInsigts dashboard. But even when I add non-Subscription Admins as Contributor or Owner, they still can not view web test results or alerts. These tiles show: NO ACCESS

We’ll be working to bring this functionality in stages over the next several months.
One of the first steps is to ensure that workspace creation and configuration can be done programmatically.
We’re also looking at how to report across multiple workspaces.
Azure Stack as a product will support RBAC capabilities just like Azure. To clarify, it will not be coming as a feature in our in-market Azure Pack.
This is something that our customers are asking for. They want to delegate different tasks to their sysadmin teams and make sure that duties are separated.
