Azure CDN by default ignores Vary header except when it is used with Vary: accept-encoding. This is done as the Vary header can easily cause serious cache bloat issues. Long term we are targeting feature to allow users to easily adjust this default behavior.

SSL only requires multiple IPs when the client is on Windows XP, using an older version of Internet Explorer. Most modern browsers support SNI (Server Name Indication) and thus don’t require multiple IPs.

Support for multiple IPs is under review in the team.

When is this going to be available? It has been two years and this is a must have for any hosting environment. I will have to make a decision to go to another host if this isn't done soon.
