We are working on adding VNET capability to the developer tier and it looks like this should solve your problem since you will be able to use developer tier instances for non-production environments.

This topic is in the status "started" for 4 years... is it really started?
As mentioned in all comments here, customers are wondering to have more features in the Standard tier, in particular the VNet support and the Self-Hosted API Gateway. -

We absolutely need it for APIM and also for other components of the integration area like Logic Apps (need an ISE, very expensive), ...

Thanks for your suggestion. Note that all telemetry is currently pushed into OMS and can also be retrieved by configuring an Event Hub to the resource.

When we have a solution with API Management, Logic Apps and Functions for example, it could be great to see everything in the Application Map of App Insights.
Today we only have API Management and Functions; so we don't have a complete view of the solution. -

DevTest Labs now supports integration with Azure Shared Image Gallery (SIG).
For the scenario you outlined above,
You can extract the images for the VMs you would like to move to a lab
Upload these images to the shared image gallery
Attach the shared image gallery to your lab

Currently, you can configure all lab VMs to be created in an existing resource group instead of the lab creating a new RG per VM.
For ARM environments, every environment is spun up in its own RG to allow for better cost tracking user and policy management for resources created for that specific environment.David GROSPELIER supported this idea ·
