Moving to Azure Monitor forum - as currently there is no capture of user logins to Azure portal in Azure activity log or diagnostic logs. Alerts can be created for events/operations which have data in Azure Monitor.

We do send notifications to customers who have classic alerts in Azure Monitor when the migration tool is available.
1. This notification is sent to subscription owners for subscriptions that have classic alerts when the migration tool becomes available.
2. You can also check the status of your subscription by going to Azure Monitor > Alerts > View classic alerts > Migrate to new rules.
3. We are also working on showing a portal notification when you go to Classic alerts blade in Azure Monitor for a subscription that is ready to migrate.

For Log alerts, the option to enable/disable a rule via PowerShell already exists. For details, see: https://docs.microsoft.com/powershell/module/az.monitor/update-azscheduledqueryrule

We already publish a list of IP addresses from which alert webhooks are sent from https://docs.microsoft.com/en-us/azure/azure-monitor/platform/action-groups#action-specific-information. Are you looking for something else?
