    Here is the current workaround I use

    "variables": {
    "originalTemplateUri": "[deployment().properties.templateLink.uri]",
    "splitUri": "[split(variables('originalTemplateUri'), '?')]",
    "newTemplateUriWithoutQuery": "[uri(variables('originalTemplateUri'), 'bar.json')]",
    "newTemplateUri": "[if(greater(length(variables('splitUri')), 1), concat(variables('newTemplateUriWithoutQuery'), '?', last(variables('splitUri'))), variables('newTemplateUriWithoutQuery'))]"
    }

    newTemplateUri has the new uri with the SAS token appended.

    The " was supposed to be a normal ", also i noticed a missing ) in my first example.

    I don't see any way to edit to update my suggestion.
