    There is limited support for R in Azure SQL Database: available only in West Central US, in services created at the Premium tier.     While you wait for this idea to be implemented, you can scale down the tier of the database to Basic (estimated cost just $5 dollars a month) when not in use. Hope this helps.

    If you scale down to Basic your databases when not in use you kind of save because Basic tier estimated monthly cost is just $5. Scaling up/down the tier of your databases will disconnect server logins and rollback open transactions.

    You can get memory consumption using the following query:
    select
    sum(pages_kb)/1024 as MB,
    count(*) as cnt
    from sys.dm_os_memory_clerks;
