I apologize about the delay but Custom RBAC Support is now available in Production. You are able to to create role definitions at the MG scope and assign them to inherited MGs and Subs.
There is a bug that is in the portal where the new custom role is not showing when you are trying to do a role assignment on an inherited child MG/Sub. This should be resolved soon and PowerShell, CLI, and API are all working. I will not do any announcements yet on the availability of the feature until the portal bug is fixed. Once that is fixed we will do blog announcements and I will mark the feature complete here.

For Windows this idea is dependent on console access to provide interactive access to the booting VM. Console access itself is under review currently and pending work to support console access in a highly secure manner.
In the interim it is possible to create a custom VM or image through nested virtualization. Once the VM has been created through nested virtualization.

Currently you can increase the size of a disk when the VM is in the stop-deallocated state. We are also working on a solution where a disk can be increased in size while attached to a running VM.

Cross-region read replicas are now available in public preview. You can create up to five read-only replicas in any region supported by the MySQL service.

Support for up to five read-only replicas within the same region is now in public preview. This feature is aimed to scale out read-heavy workloads.
