For databases that are accessed mostly from Europe we suggest trying North Europe and West Europe regions.
Please note that the new Azure regions in France are in preview: https://azure.microsoft.com/en-us/blog/microsoft-azure-preview-with-azure-availability-zones-now-open-in-france/
We’re aiming to make Azure Database for PostgreSQL service available in these regions as soon possible after the France regions become generally available.Igor Ljaskevic commented
Currently, it's only available in some US regions so latency causing issues is very likely. (https://azure.microsoft.com/en-ca/regions/services/)
