Allow constrained core VM sizes to be reserved.
SQL server virtual machines require a higher RAM/CPU ratio than can be supplied using the standard VM sizes. Constrained CPU sizes were introduced to address this issue (eg E8-4). Since the standard E and D series machines can be reserved please also allow the CPU constrained versions to be reserved so we can control the cost of SQL server VMs.

Hello, We enabled RIs for constrained core VMs in December 2018. Sorry for getting back a bit late on this thread.
It might be an idea for Microsoft to introduce an family of machines which are truly "Memory optimised" and have the RAM/CPU ratios that SQL servers need AND CAN BE RESERVED!
Yes this makes, sense shouldn't this be in line with other VM's
