Add RESTORE with NORECOVERY Back to Managed Instance
Managed instance initially had RESTORE with NORECOVERY as an option, which would allow basic log shipping operations to be used instead of the complexity of configuration from a network and AAD perspective that the Data Migration Service requires. This would greatly reduce the friction for customers to move workloads into the Managed Instance service.
This is to announce that log shipping with NORECOVERY is now available as a part of an external service LRS (Log Replay Service ) that can be used to move databases to SQL MI. Official docs link here: https://aka.ms/mi-logreplay-service

I agree that having the ability to restore WITH NORECOVERY would add a simpler option for migrating large databases to Azure SQL Managed Instance with minimal downtime. Also, it's not easy to get a corporate security department to allow Contributor permissions at the Subscription level. This is a big roadblock to migrating databases to Azure.
Please add this feature soon.
To not support this is to create substantial and often insurmountable migration obstacle for hyper-security conscious organizations.
