Support temporal tables extension to provide part of the features similar to SQL Server Temporal Tables.

There is actually a much newer extension available which provides this functionality and it
aims to follow the new SQL 2016 standard:https://github.com/xocolatl/periods
I got this to work on my own instance by simply running "sudo apt install postgresql-11-periods"
Would love to see this in Azure.
