Allow Workbench to deploy a Consortium blockchain (multi-tenant)
Have the ability to deploy a real consortium, i.e. multi-tenant blockchain using the workbench. This is already possible for the other blockchain offerings on Azure. See https://feedback.azure.com/forums/586780-blockchain/suggestions/17940262-support-multiple-subscriptions-for-the-blockchain
