Address the "Snowden/NSA" issues in every territory in a visible and concrete manner
Let developers and consultants configure where certain data is stored (geographically) and also verify that it is really stored in the given location and does not cross international boundaries at any time. This is important for most companies since they are bound by compliance regulations, insurance, and legal best-practices that require this granularity for particular type of data.

some countries have data export and privacy laws, we need to be able to mark up some data sets with metadata to help us apply rules to ensure data stays within the regional and country laws

You could select the Option locally redundant and the storage is only replicated in this datacenter:
"Locally redundant storage (LRS) is replicated three times within a single data center. When you write data to a blob, queue, or table, the write operation is performed synchronously across all three replicas. LRS protects your data from normal hardware failures."
And when you select Geo-redundant storage it is only replicated in a region for example Europe or Asia.
