Hi there,
I have created a scale-out rule and when it scales-out/in the operation name in the Run History tab it reads "scale up/down" as you see in the screenshot. I think it can be confusing at first but then you can learn to just live with it. It would be nice to change to correspond to the correction action being performed on the App Service plan, though.
