EA: Managing subscriptions operations by multiple users, not by single account owner
This is regarding Azure account & subscription management in Enterprise Agreement
There is a scenario where the account owner is not available for considerable long time due to his/her sick/vacation leave or long biz trip for example, which cause subscriptions operations downtime.
To avoid that, we should be able to have multiple users for such subscriptions operations.

It should be possible to have more than one single account that can create subscripitions under a specific account. If the account owner is on leave, it´s impossible to create a subscription on that account. This results in that we need to create MSA´s and set as account and distribute the password for those accounts to multiple people instead.

The RBAC and Admin roles feature does not apply. Only the account admin can add credits to Azure In Open subscriptions (not even someone with the owner role). It seems daft that you cannot have two account admins (the Azure recommendations feature advises having two owners for redundancy but you can't have two account admins). Just spent days with Azure Subscription support trying to figure this out. This is a serious oversight.

Apparently even a subscription owner (set in Azure IAM) does not have access to cost details unless she's added to the EA account in ea.azure.com.
