Provide 'disable lock' functionality

The resource locks are great way of preventing the accidental deletion or modification and I usually lock the whole resource group with 'delete'. Quite often though I have to modify some simple setting like removing the rule from security group. In order to achieve that I have to:
- Delete lock
- Delete rule from security group
- Create lock again
It would be easier / faster if I could temporary disable the lock instead.

    This is a common scenario. Recreating the lock from scratch is cumbersome + there's chance it is forgotten. Disabled locks would raise questions. Missing locks are harder to spot.

    This would really ease this VERY common scenario. Another additional option that would be great was if you could disable lock for X minutes or hours. It would prevent the situation where people forgot to enable the lock after maintenance task.
