Prevent writing files with 0 row count in Text Outputters
Azure Data Factory uses slice dependencies to determine when an activity will run. ADLA currently writes files with just a header row when header option is set to true in outputter and no rows are in result set. By adding an option to prevent export of files with just headers or with less than n rows, this will prevent invalid generation of output files.

I think default behavior is fine of creating empty files when no rows are there, but there should be an option to disable file creation in case of empty rows

Same issue for JSON format. ADF creates empty file in ADLS if no data was moved. Very misleading and annoying!

Note that this is the behavior of Windows Notebook. (Pun intended.)
