Should be able to "Stop" any service, including IoT Hubs
Please include "Stop" as a feature of any service that "runs." You can stop a VM, App Services and Stream Analytics jobs. Why not a SQL Database, DocumentDB, IoT Hub, EventHub, etc? Heck, should be able to Stop a Resource Group, which obviously would stop every service within.

@ElioDamaggio I can only speak for myself, but the scenario is one where I want to be able to EASILY stop get BILLING charges for resources that are not currently in use. I want my resource definitions to remain untouched so that I can turn them on and off as needed -- BUT I do not want to get billed for resources I am not using, and I do not want to memorize a 'truth-table' about which services can be turned off to stop generating billing charges, versus having to delete them. I want to be able to TURN THINGS OFF easily and without ambiguity or confusion about charges.

What is the scenario for this feature request?
Does it require all operations (device-originated, service-originated, identity operations) to be disabled?
Does all IoT Hub data need to be retained (device identities, twin data, messages)?
