New VMs randomly hang in Creating state
A significant percentage of VM creations in DevTest Labs fail for unknown reason, and the failure process takes incredibly long time.
They often keep hanging in "Creating" state for 5-10 hours where user cannot even stop or delete VMs. It could be a serious issue if we were charged by unusable VMs for such a long time.
In the activity log, I always see "Write Users" "Create Environment" "Write RoleAssignments" failures, but I have no idea about the relations to the issue.
