Azure File Storage needs a "Rename file" action
Currently, if you want to rename a file in Azure File Storage in a Logic App, you have to use a pair of "Copy file" and "Delete file" actions, and this has the unfortunate side effect of not preserving the file metadata, specifically the "last modified time" stamp.
Having an actual "Rename file" action that changes the file name and preserves all the file metadata, as you would get when using an actual filesystem rename when mounting the Azure Files storage as a SMB mount, would be very useful.
We also founmd issues where files are being picked up by the indended party while writing was not complete, causing failures in the business process behind. This could be remedied by writing with a temporary extension then rename it.

This is needed especially if something is monitoring the folder and acting on the file when you Create it. Create will fail because it tries to verify the file, but it no longer exists. If Rename existed, we could write it out with a different extension and then rename it when complete.
