Installer performance with Windows Firewall
When you are installing with Windows Firewall disabled (in a restricted enterprise environment) unless the Windows Firewall service is started the installer will fail.
Can this be cleaned up so there isn't as much of a reliance? It fails when the firewall exceptions are added.
Please fix this. This is killing ability to work on dev machines where Windows FW is disabled by GP (e.g. because we run SEP). After every reboot, must jump through hoops to get ServiceFabric host running again on the local machine, because of the BUG that causes dependence on windows FW running.

Clearly this didn't get fixed for GA, but it needs to be fixed asap, please please.
