How can we improve Azure Pack?

Single pane of glass. Manage Azure subscribtions from Azure Pack and reverse

Not with an additional resource provider, but merge the entries in the same portal.

    Yeah it would be great to have one portal for managing Azure Pack/Stack subscriptions and VMs, that is per subscription, i.e.

    * Create, Manage VM both in Azure Pack/Stack and Azure Public
    * Use and integrate gallery/marketplace items from Azure Public to Azure Pack/Stack
    * Enable disaster recovery on machines on Azure Pack/Stack
    * Configure VPNs/Networks on Azure Pack/Stack and between them

    I second Courtenay's comment - Single dashboard for Azure Pack and Windows Azure. deploy VM role -> select Azure or SCVMM then continue with Gallery Item etc...
