  1. Powered off VM in standoff mode

    When users are creating VMs and powering them off still it takes up resources i.e. memory from the hyper-v hosts. Now if it was possible to create something like standoff mode where the VMs are not taking resources and it will not power on automatically. Based on SCVMM if you have a cluster the cluster takes into account powered off VMs in the cluster resource pool. This will limit the risk of SCVMM to be overcommited.
