Validate resource move without moving
Would like to have the option to validate a resource move (resource group and subscription) without actually moving the resources. This would allow us to troubleshoot any validation error preemptively and thus minimize the service window needed when moving resources.

Currently this can only be achieved using REST and validation only option is not available on portal.

OK, never mind my previous comment. I see my expectation that a resource group will be created as part of the move operation is incorrect.
Any progress here? The Microsoft documented method using the REST API does not work for many/most move scenarios! It requires providing a destination resource group. But when moving VMs and various other resources, the move operation is AT THE RESOURCE GROUP (yes, I am yelling since Microsoft totally missed this). How are we supposed to give the API a target resource group, when the resource group does not exist until the move operation is executed???!!!
We really need this in at least powershell or cli.

Agreed. Currently, when a resource move is initiated in the Portal, the system performs a validation and then automatically proceeds to the actual move. It would be better if after the validation step completes (Whether passing or failing), the actual move doesn't proceed until the requestor acknowledges or confirms the next step.
Microsoft has documented an alternative method for validating whether a move request will succeed without actually performing the move, but the process is incredibly complex. I was never able to successfully run the validation test even with Microsoft Support's assistance.
