Every tenant should have a unique dashboard per user. As of 27 April 2017, all 9 tenants for my user have the exact same dashboard, with resources and VMs from one tenant showing up in another tenant. VMs and other resources that are unique to a single tenant should never show up on all the tenant dashboards.
