uniquely identify Azure SQL DB scaling operation via activity log
when we scale up/down app plan, activity log alert has information that it was scaled up/down. similarly we want to have a feature for SQL Scaling.
when we scale up /down a SQL db activity log JSON has no information about the operationg it just says "Microsoft.Sql/servers/databases/write" can it include current and requested tier as well. feature can help build inventory of scaling time and tier.. we are doing this for app plan's currently.

This would be very helpful to us as well. We have approximately 500 Azure SQL databases distributed across various business units. We can see what is the current tier for each, but we can't audit if the business units are scaling them up/down efficiently.
