Expose Resource Governor for SQL Azure
If we had the ability to define certain connection DTU limits in SQL Azure it would facilitate common scenarios like using the OLTP database for other, less important requests like reporting without fearing a long running report will cause the application using the OLTP side of things getting slow or unresponsive.
Basically, just give us access to Resource Governor from on-prem SQL Server.

The lack of a way to stop single users or queries from paralyzing the whole database is really a showstopper for enterprise/business critical usecases on azure sql.
I am not 100% sure that this idea will solve the problem.
I would also like some basic functionality like: „One Query can only use max 50% of the resources „ or one User can only use x% of the resources at any given time.
This way you can be sure, that expensive operations cannot bring the whole database down.
