Elastic pools, ability to configure minimum eDTU per database singularly
My request is to have the possibility to setup for each database, singularly, the minimum eDTU available.
At the moment it's possible to set a maximum and a minimum for all databases.
I think, for the nature of this kind of services, it's crucial to allow to maybe setup 0 as minimum for databases you do not care (eg: testing-staging instances, new projects) and a higher minimum to the more significant ones.
Maximum will be interesting as well, but minimum i think is more important to guarantee a quality of service.
In little elastic pools, it's easy be over the 1 DB/10 eDTU ratio.
Even under the ratio, a global minimum will practically cut off most of the "elastic advantage".
(eg: 8 Dbs on 100 eDTU, with a 10 eDTU minimum leave just 20 eDtu for the elastic purpose )

I'm out of Votes but I like this idea. Elastic should mean the pool takes care of spreading the wealth. Put 4 database in a pool with 50DTU and if all 4 go to town they automatically get a max of 50/4. If You set a max on 1 database (ie 10) it would get 10 and the rest (unrestricted) divide the remaining DTU's (40/3). If 1 database is hard at work and 3 do almost nothing proportional to their work they would divide the 50DTU (also taking care of the set limits per database both upper and lower DTU bounds. That's elastic for you...
