I find that an automation account run book fills the need for me.

Elastic jobs is the SQL Agent replacement for Azure SQL Database. While the current Public Preview is a customer-hosted solution and doesn't support a T-SQL interface to create and manage jobs, a new Private Preview of Elastic jobs is available to any customer ready to try it out and it s not only integrated as a feature directly in Azure SQL Database but it also has a T-SQL interface support for creating and managing jobs to reduce the friction of migrating from SQL Agent to Elastic jobs. Please send email to SaaSFeedback@microsoft.com to sign-up for the Private Preview.
There are three or four or five different Azure services that provide some sort of scheduling of things, but none is even as easy to use as SQL Agent - which is itself rather crude, as these things go. We want the ability to run a TSQL script directly. I understand there *is* already something more like SQL Agent already in alpha or beta test today, so I'm not going to waste a vote here. I've just started using Azure Web Jobs as a replacement, but I have to wrap everything in a little C# console app just to get it to run.
