It is not allowed to have more than 2 NIC for small size VM. Create new VM template group with NICs as central resource or add Small size templates to existing groups with more NICs.

Hi there, NIC limits are determined by the size of VM deployed, as you mentioned. You can find more information here: https://docs.microsoft.com/en-us/azure/virtual-machines/windows/sizes
Unfortunately, smaller sized VMs cannot support more than 2 NICs.
