Managed disks: Allow configuration/provisioning of performance (IOPS & throughput) independent from storage capacity
Currently, to get to a specific amount of performance for a managed disk, you must provision based on the performance. This usually results in massively over-provisioned storage capacity
We should be able to provision performance completely independently of capacity. Note, I'm not saying that infinite IOPS should be free--we're willing to pay for the IOPS and throughput, but it obviously should be a bit cheaper if we just need a few hundred gigs of space but need a couple of thousand or more IOPS than it is because we have to buy 2 or 3 1TB disks and stripe across them.
