Add support for Server Core installations for Azure File Sync
Currently only the full UI versions of 2012 R2 and 2016 are supported. Add support for core installations.
This is now fully supported. Documentation updates are pending – they should go live this week.

I'm very surprised that Microsoft has pushed the IT Pro into server core strenuously, yet promotes Azure file share and Azure file sync to help us use the Azure cloud with no server core support. If we move forward with Azure file sync it will be through us having to migrate from 2016 server core to 2016 with a GUI. Does the ability in server 2019 to add temporarily Internet Explorer and then remove IE mitigate the GUI requirement?
Still waiting for AFS to work on core!
We will not use AFS until this is supported. Requireding full GUI for file server is sad
Any ETA on this? It's frustrating that MS recommends server core for file servers, but your own tools don't work.

Ran into this issue, we recently switched our on-premise file server over to Server Core and had to stand up a server w/ GUI and DFS-R the files over to that new server to get this utility to work.
