VM regional settings and timezone
When deploying a Windows VM, it will by default get EN-US regional settings. While this can be manually corrected later, this becomes quicly a pain when deploying multiple VMs.
The VM deployment wizard (and Azure PowerShell) should allow selection of different regional settings, just like the standard Windows setup does.
Also, time zone selection would be a nice plus.
This is already supported. You can do this using the -timezone on the PowerShell commandlet: http://msdn.microsoft.com/en-us/library/azure/dn495299.aspx
The main post was requesting regional settings., timezone settings was just an afterthought, so this is not completed

you can check posible values running in your own computer:
Get-TimeZone -ListAvailable | FL id
for me worked with "Romance Standard Time"
What timezones are available? Or what would I use for US Central Time? Just Central Time?

In case of ARM template, use windowsConfiguration > timeZone.
"timeZone": "Korea Standard Time"

Can this please be changed from 'completed' as it is not completed. As the comments show, the OP is asking about Regional Settings not TimeZone.
Having to manually change regional settings once deployed is a PITA. The templates really need to facilitate this basic requirement.

Adding -TimeZone "GMT Standard Time" to your script will set the time zone to GMT. It will not set the region to United Kingdom or the Language to English(United Kingdom).
How do we accomplish this with ARM template -Microsoft.Compute/virtualMachines/? Powershell scripting extra work when we use AR templates.
What about system locale and language?
