Add a Non Maskable Interrupt (NMI) Button / Powershell command for VMs which will help in getting a dump in hang scenarios

Generally for server Hang Scenarios we need a complete memory dump. If we can have a NMI trigger button or have a NMI command from Azure Powershell which can trigger NMI interrupt to a particular VM, it will help in capturing Complete dumps as we do in On Prem.

This will avoid delays in collecting the dump at the time of the issue, as currently it takes time to engage support and then get a dump.

This will help in scenarios where the hang is only during a specific / short period of time.
