Add flat rate/annual billing to Azure VM offers in the Azure Commercial Marketplace
Azure VM offers deployed through the Azure Marketplace are currently only eligible for Pay-as-you-go or BYOL billing. ISVs can create annual contracts via BYOL, but customers with Enterprise Agreements and Azure consumption commitments miss out on the dollar-for-dollar consumption commitment retirement for any transactions that occur outside of the Azure Marketplace.
The flat rate/annual billing feature for Azure VM offers would allow ISV's to negotiate preferred pricing in exchange for annual contracts with customers via Private Plan, while allowing customers to draw down their Azure consumption commitments. This is a huge selling point for the customer.
Simply put, negotiating Private Plans with reduced hourly usage rates is of little use if customers can't be locked in to annual terms. "You agree to consume our product for one year, we'll give you better terms than you can get through pay-as-you-go, and you can also reduce your Azure consumption commitment in the process."
