Verification sign-up with Prepaid Card or with PayPal
Actually, Azure is available only to people who owns a credit card. I think this is a strong limitation and you should provide other verification methods to reach also users who doesn't own a credit card. Prepaid/Debit card such MasterCard and Visa or PayPal would be very nice options to get verified and subscribe the service.
Please take this note in consideration because I'm sure Azure is losing lot of potential customers due to this limitation.
My apologies for how long this post has gone unanswered. The Azure billing team has undergone a transformation to ship features faster and improve our responsiveness to our customers. The new team is excited to re-engage with the community and deliver the features you need for a consistent and reliable cloud billing experience.
With that said, let’s break down this ask:
Azure currently accepts Credit and Debit cards, and provides a payment option through invoice for certain subscriptions that meet the appropriate criteria. (http://azure.microsoft.com/en-us/offers/ms-azr-0003p/)
Supporting prepaid or virtual credit cards raises several concerns from a billing standpoint. Because of this, we currently don’t support this feature.
Other localized payment options through PayPal or other third party services are being considered for implementation in Azure, updates will be made available here.

Lets go AWS
Credit cards are not common in Europe, most of us don't have one.
And i'm not planning to get one just to get Azure.

Credit cards aren’t a very good way to identify some one on line. Right now I struggle with different family members about grabbing my card and going on line. What if they lost my card, follow my line of thought? A key type mem-stick, with finger print tech, would solve so many different problems on so many different fronts, from ID, too lost passwords

For my security I will only use prepaid cards please allow customers to pay with prepaid cards or I will have to put my services somewhere else. I didn't want to but I might have to go to Amazon.
OMG, 2014 to 2020, such a long time but still no alternative way suggested by Microsoft, such a waste of time :(
I want to try azure, but I can't, I don't have a credit card but I want to try it to choose if we will use it .
Azure due to inability to incorporate this feature only many developers like me which are not having credit cards have to switch to AWS or other cloud services which allow us to register without any pain.

So my card is good enough for an xbox live subscription but not for an azure FREE ACCOUNT. Strange policy.
Azure "FREE" subscription is not free at all, after 30 days they will charge you $200 for Free subscription!!! That's why you need a card
Sad about this, was so excited about Azure, wanted to migrate all of my stuff there and use AKS to consolidate everything.
Switching to AWS.

2019-08-31 - still no PayPal acceptance. I will never own a credit card, why should I risk it? I was looking for a smaller VM. But hey, there are many others that won't need a credit card to sell me their products. Have fun in your bubble.
Done! just created my AWS account with the same credit card you didn't accept.

People who want to try azure needs credit card !!! I didn't recommended to company i work azure just cause you people were arrogant about the credit card! AWS all the way !!
lol. sept 2014... response june 2015, its now jun 2019 and still they cant process my prepaid card.
at least they fullfilled the promise "The new team is excited to re-engage with the community and deliver the features you need for a consistent and reliable cloud billing experience." its unchanged since 2014....
