Verification sign-up with Prepaid Card or with PayPal
Actually, Azure is available only to people who owns a credit card. I think this is a strong limitation and you should provide other verification methods to reach also users who doesn't own a credit card. Prepaid/Debit card such MasterCard and Visa or PayPal would be very nice options to get verified and subscribe the service.
Please take this note in consideration because I'm sure Azure is losing lot of potential customers due to this limitation.
My apologies for how long this post has gone unanswered. The Azure billing team has undergone a transformation to ship features faster and improve our responsiveness to our customers. The new team is excited to re-engage with the community and deliver the features you need for a consistent and reliable cloud billing experience.
With that said, let’s break down this ask:
Azure currently accepts Credit and Debit cards, and provides a payment option through invoice for certain subscriptions that meet the appropriate criteria. (http://azure.microsoft.com/en-us/offers/ms-azr-0003p/)
Supporting prepaid or virtual credit cards raises several concerns from a billing standpoint. Because of this, we currently don’t support this feature.
Other localized payment options through PayPal or other third party services are being considered for implementation in Azure, updates will be made available here.

Azure doesn't accept pre-paid cards. I'm not using Azure. AWS accepts pre-paid cards. I'm using AWS.
I only have a prepaid card, help us pleaaaaaaase, do something i need to finish my work!!!!!!
My bank only provides prepaid cards, this is a bit of a ridiculous limitation. If you need to verify, verify via identity documents or something else.
Your are loosing engineers & students who want to get certified in microsoft azure

@Microsoft: Do you all know how ridiculously hard that limitation is for people who are struggling economically? Do you know more than HALF of Millennials don't have a credit card? Do you know only 60% of US households making below 40K a year have a credit card? Are you just going to write low-income people who want to study information technology clean off? ARE WE NOT WORTH YOUR TIME? Guess it's my fault for being one of those food-bank types no one wants to touch with a ten foot pole. Maybe I should have thought of that before requesting your presence!
Well, an old topic and still no support from Azure for PayPal as identity and payment solution. Same with AWS. Seems that Microsoft and Amazon wouldn't like to get more money from motivated developer :-).
Bring PayPal, pay by acceptance giro or by direct debit. The most people in Europe don't own a Credit Card.
i only have a prepaid card and that's the problem !
Come on, I would like to spend my money but cannot beacause of MS not accepting PayPall or pre-paid cards?

Is this still an ongoing issue? Creditcard required for registration? Because most people in europe dont have a creditcard. Been 5 years.. might want to answer.
Microsoft services always suck!!!! They pretend to have security strategies but they are the ones losing in the game. Starting with how they ban Skype accounts. I started liking Google services since then.
same problem i own a credit card but it is a debit card. Enough for authentication for 99% all websites and services but not enough for Azure :-(
Same problem here. Microsoft tells you "you don't need a credit card to try". Then you try and you need a credit card for verification!! Your bill is still zero and you cannot even register.
I try to register with a prepaid card and they say it's not accepted (note that we have already spent thousands of USD with the same card on AWS!)
Azure Billing Team, you need to fix this!

you should be flexible to accept debit card for subscription . i dont have a credit card and i want to explore azure cloud services.
When I heard first time that Azure came to market with that you dont need your own server to purchase and so on. Now I c , I cant learn without spending.
