    I've same issue and talked to Support as well. They said they can't change or not even delete and recreate that particular account once created.

    Same issue for me. I literally can't use Azure until I can pay for it. And I can't pay for it because it locked (unknown to me) to some region during account provisioning that I'm not a citizen of. You should only lock in billing info once a successful payment is posted.
