Management Portal 2 factor authentication
Yes there is a way to enable 2 factor authentication for apps and hosted services etc, but if there is a way to enable it for the management portal I cannot find it.
This is the same request, it's marked as completed by the Azure team, but the link they provide is for enabling it within hosted services and on prem servers, and doesn't actually appear to address the question.

We also need the 2FA to be independent of AD / Azure AD.
I log on to the portal using my Microsoft account, which has 2FA enabled but this is not used on Azure Portal

I am stuck at the third screen. The option to enable multi-factor auth is not there. It says on top of the page "only users licensed to use Microsoft Online Services are eligible for Multi-Factor Authentication".
If I click my name it redirects me to an Office 365 page. I do not have office. Any way to get around this requirement?
Hi, Brian. You have to enable MFA for your directory. Once you do that, you'll be prompted for your second factor when you sign in. This is all configured at the directory level.
Have you tried walking thru the MFA setup doc?
