provide more specific error message for user MFA proof up
when user is blocked for MFA and trying to proof up MFA in aka.ms/mfasetup, the returned error message is not so helpful - it just show "please check the phone number you specified or change your preferred option", along with a correlation ID and session ID. it would be better to return the specific failed reason so we could save a lot of time for troubleshooting.

I am having trouble logging into the Citirix work space application via Microsoft platform. I accidentally entered 1 key instead of # key on my phone and this is on the Additional security information screen.
This was tried 3 times in total and now i guess my number has been blocked and I am unable to proceed further. I have also tried logging in from Microsoft Authenticator app from my phone but its unable to add account.
Please help me in this regard as this is really urgent now.
